IPS Dipanshu Kabra's brainchild 'Tuhar Sarkar, Tuhar Dwar' to serve 20 million in Chhattisgarh

Raipur: If you thought police officers were only best at chasing criminals, think twice. For New India is witnessing a new breed of IPS officers who are embracing innovations with incredible speed and efficiency. Chhattisgarh Additional Transport Commissioner IPS Dipanshu Kabra is one such officer and his 'Tuhar Sarkar, Tuhar Dwaar' initiative is an innovation that shall transform people's experiences and ease significantly. Starting today, June 4, Chhattisgarh will become the first state in the country to have introduced a novel scheme of linking DLs and RCs to citizens Aadhaar card. In a bid to make the process easier for consumers, 22 services of Chhattisgarh Transport Department will be delivered at the doorsteps of people through India Post.

Earlier 28 transport offices across Chhattisgarh printed driving license and registration certificates on smart cards. It has now been developed into a centralised system, which will benefit two crore people.

In an exclusive conversation with Bureaucrats India, Kabra informed, "It was the need of the hour. This will reduce unnecessary crowding at transport offices. The system will be transparent. DLs and RCs will be linked to Aadhaar cards. All documents will be delivered to the registered address of the applicant in a time bound manner. Also, this initiative will ensure that people don't have to deal with middlemen and red tapism."

Reflecting on other benefits of the initiative, Kabra added: "With licenses and registration certificates being delivered at the accurate address, people will abide by traffic rules as they will try to avoid getting challans at home. It will has ripple effect making people more conscious and thereby reducing likelihood of accidents. It will completely rule out the probability of selling and buying vehicles on the basis of fake residence documents."

Apart from this, 'Tuhar Sarkar, Tuhar Dwar' will make it easier for the Transport Department to send out official letter, notices to the people. All this, Kabra believes, will enhance transparency, a guiding principle of bureaucracy and policing. 

That his experience in Police has helped him tremendously is visible in the way Kabra has mapped out the benefits. ”It will make it much easier for Police to trace the owners of vehicles engaged in accidents and will also allow them to initiate proceedings against erring drivers and owners,” explains Kabra. 

One of the challenges that Transport Department faces is that of fake or incomplete addresses. “The demand notices issued by the Transport Department which otherwise return due to incorrect addresses, will also now be operated correctly and thereby help Government generate more revenues," said Kabra, who enjoys a rare popularity on social media, and is known the always use his personal Twitter account to lend a helping hand to people.
