Patna. In a significant boost towards advancing power management systems through cutting-edge technologies, Bihar State Power Transmission Company Limited clinched the prestigious SKOCH Gold Award in Power & Energy Sector for its successful implementation of SAMAST project in State Load Despatch Centre. Bihar is the first State in the entire Eastern Region to successfully implement all modules of SAMAST.

 

This recognition further reinforces Bihar State Power Transmission Company Limited's (BSPTCL) innovative endeavours for excellence and better power management.

 

Energy Minister Bijendra Prasad Yadav congratulated all the transmission officials, stating, "This award is an indicator of Bihar's advancing steps in the energy sector. This honor will undoubtedly encourage us to continue our efforts towards excellence in energy management."

 

Chairman-cum-Managing Director, BSPHCL, Sanjeev Hans, IAS, while congratulating the Team said the BSPTCL is adopting new-age and state-of-the-art technologies that give an edge in quality power supply. “This award further gives a boost to our initiatives to modernize the power supply system,” he said. He even wrote a post on X congratulating BSPTCL, "Proud of the entire Transmission Team #BSPTCL. Another Big Leap in Energising Bihar ! Way to go Urja Parivar".

 

He further added that SAMAST is integrated with the Web Based Energy Scheduling (WBES) platform of Eastern Region Load Dispatch Centre. The web-based scheduling system in Bihar SLDC facilitates day ahead and Intra day (Real Time Market) scheduling process. E-watch of ABT Meter data has been integrated with the SAMAST system to generate timely energy accounts along with Cyber Security Operation Center is being developed.

 

SAMAST is a solution for seamless transaction of power from generating stations to DISCOMs with transparency and accuracy in settlement of transactions. Bihar has deployed more than 4,100 ABT meters integrated with SAMAST (Scheduling Accounting Metering And Settlement of Transaction) system that enables precise energy accounting for better power management.

 

The SAMAST implementation helped the transmission company in creating a robust, scalable, and transparent framework of scheduling, metering, accounting, and settlement of energy transactions at intra-state as well as interstate level in India. As part of the SAMAST implementation, applications modules for regulatory compliance, scheduling platforms, control room management, energy accounting and meter data management, outage management, billing & settlement have been implemented. 


The Automated System Balancing Mechanism under SAMAST has been integrated with SAMAST, which helps in monitoring load curtailment/restoration status at the district level and minimising DSM charges on the DISCOMs ultimately benefitting the end-consumers. The e-logbook keeps records of all the shift operations in the digital platform and is used for further analysis of historical data. Voltage profile, line loading/transformer loading data is being analysed on daily basis to supply quality and uninterrupted power to all while maintaining sanctity of the grid.
