J&K enters new phase of mineral development with launch of first limestone block auction

Jammu: Jammu and Kashmir has taken its first major step towards opening its mineral sector, with seven limestone blocks across Anantnag, Rajouri and Poonch placed on auction on Monday. The launch marks the Union Territory’s entry into structured mineral block sales for the first time.

The auction was jointly unveiled by Union Coal and Mines Minister G Kishan Reddy, J&K Chief Minister Omar Abdullah and Deputy Chief Minister Surinder Choudhary. The seven blocks together cover around 314 hectares.

Speaking at the launch event, Reddy said the move represents a significant development for the region. “As per the guidelines laid down by the Supreme Court in 2014, the Union Government under the leadership of Prime Minister Narendra Modi has reformed the mining regime to make it 100 percent transparent. This auction in J& K will usher in a new era of development,” he said.

According to Reddy, the auction process is expected to support job creation, industrial growth, and increased revenue for local communities. He said the effort advances Jammu and Kashmir’s development path while contributing to the broader national goal of Viksit Bharat-2047.

Reddy highlighted the collaboration between the Mines Ministry, Geological Survey of India and the J&K government in identifying and assessing the blocks. He said the initiative reflects cooperative federalism, adding that the union government aims to support states in strengthening socio-economic conditions, especially in less developed regions.

“We need to rise above petty politics to work together for the inclusive development of the nation as a whole,” he said. He added that with proper support, Jammu and Kashmir could become a “Mineral Powerhouse”, boosting incomes in the region.

Reddy clarified that the union government has not imposed any tax on the process and that all premiums and royalties will go directly to the state fund. He said the District Mineral Fund under the MMDR Act will be used for the welfare of local residents.

He also emphasised the transparent and technology-led nature of the auction. According to him, the scientific approach adopted will enhance ease of doing business and strengthen investor confidence.

The minister said industry participation will play an essential role in driving development in the region. He added that the government continues to focus on stability and growth through industry-friendly initiatives.

“The slogan of ‘reform, perform, transform is the guiding principle for the government for improving policies and systems and ushering positive change through action and performance. Various policy changes have taken place in the mining sector in the MMDR Act and ensured that more changes will follow,” he said.

Reddy said the government is committed to keeping processes transparent, competitive and accountable. He added that the new auction will strengthen efforts towards self-reliance. “The ‘mineral economy’ will be an important pillar of a nation's development and self-sufficiency in the coming future,” he said.
