New Delhi: The Public Works Department (PWD) is planning to partner with Indian Oil Corporation (IOC) for its Corporate Social Responsibility (CSR) initiative ‘adopt a flyover’, aimed at improving the maintenance and appearance of flyovers across the national capital.

Sources said discussions are underway to formalise the collaboration, which will allow IOC to maintain selected flyovers for a two-year period. “We are planning to sign a memorandum of understanding (MoU) with IOC to get support for the government's CSR initiative. The site (flyover) would be handed over to the company for two years for maintenance. Further details are being worked on,” sources said.

Under the ‘adopt a flyover’ scheme, private companies can take responsibility for maintaining, beautifying, and cleaning public infrastructure in exchange for limited advertising rights on the adopted structures. The move aims to address recurring challenges of neglect, encroachment, and poor upkeep of public spaces in the city.

In July this year, a decision was taken in a high-level meeting chaired by PWD Minister Parvesh Verma to prepare large-scale infrastructure proposals under the public-private partnership (PPP) framework, in line with CSR principles. The approach is seen as a way to reduce financial strain on government resources and avoid delays that have previously affected public projects.

Officials said a meeting between company representatives and the PWD minister was recently held to define the modalities of the plan and ensure that the partnership model benefits both the city and the participating firms.

For the initiative, the department has identified 94 flyovers across Delhi where new public amenities could be developed under the structures. The plan includes setting up primary health clinics, electric vehicle charging stations, play areas, offices, reading rooms, and libraries.

Officials said the goal is to transform these neglected and cluttered spaces into cleaner, more functional areas that enhance the city’s visual appeal while serving community needs.
