Major reshuffle in Assam bureaucracy: 18 IAS reassigned across key departments

Guwahati: The Assam government has ordered a large-scale bureaucratic reshuffle, transferring 18 Indian Administrative Service (IAS) officers and 2 Assam Civil Service (ACS) officials to new roles across departments. The Department of Personnel (Personnel-A) issued the transfer orders with the approval of the Governor, aiming to strengthen administrative functioning and improve public service delivery.

Syedain Abbasi, IAS (1990), has been relieved of his additional charges as Special Chief Secretary, Irrigation, and Resident Commissioner in New Delhi. He will continue to head the departments of Public Health Engineering and Water Resources.

Kailash Chand Samria, IAS (1993), who is currently serving as Chairman, Board of Revenue, has been given the additional charge of Additional Chief Secretary, Irrigation Department.

L Sweety Changsan, IAS (1994), has returned from central deputation and has been appointed Additional Chief Secretary, Revenue and Disaster Management and Tribal Affairs (Plain). She has also been named Chief Executive Officer of the Assam State Disaster Management Authority (ASDMA).

Gyanendra Dev Tripathi, IAS (1998), has been transferred to the post of Principal Secretary, Transport Department. He will also hold additional charges of Border Protection and Development, Assam Accord Implementation, and Skill, Employment and Entrepreneurship.

Rakesh Kumar, IAS (2005), has been relieved from the Excise Department but continues as Managing Director, Assam Power Distribution Company Ltd (APDCL) and Chairman, Assam Power Generation Corporation Ltd (APGCL).

Ashwani Kumar, IAS (2010), has been appointed Chief Data Officer under the Assam State Data Policy 2022.

Dr Lakshmanan S, IAS (2011), has been made Mission Director, National Health Mission (NHM), Assam and Managing Director, Guwahati Smart City Ltd. He will retain partial responsibilities within the Industries and Commerce Department.

Adil Khan, IAS (2011), has been assigned the roles of Secretary in the departments of Excise, Welfare of Minorities, Barak Valley Development, and Irrigation.

Other IAS officers shifted include Riju Gogoi (SCS 2011), appointed Secretary, Home and Political; Deba Prasad Misra (SCS 2011), posted to Administrative Reforms and Training and Pension and Grievances, in addition to serving as Director of Training at AASC; Pallav Gopal Jha (IAS 2012), who takes over as Managing Director, Guwahati Jal Board; and Oinam Sarankumar Singh (IAS 2012), who has been assigned charge as Secretary, Handloom, Textile and Sericulture, and Water Resources, along with serving as Managing Director of the Assam Silk Outreach Mission.

Dr Jeevan B, IAS (2013), will now serve as Secretary, Innovation and Start-ups, and Urban Affairs, while continuing as CEO of FREMAA. Megha Nidhi Dahal, IAS (2015), who is Managing Director, Assam Industrial Development Corporation (AIDC), will additionally hold charge as Commissioner, Industries and Commerce.

Among ACS officials, Meenakshi Das Nath (ACS 1992), currently Additional CEO, ASDMA, has also been named Project Director, Assam Integrated River Basin Management Project. Dilip Kumar Borah (Non-SCS IAS 2012) has been relieved of his responsibilities in the Handloom and ASOM portfolios.

This wide-ranging administrative reshuffle is seen as part of the government’s efforts to optimise human resources and enhance governance outcomes across Assam.
