Massive bureaucratic overhaul in Delhi: 72 officers shifted, six AGMUT IAS from J&K get strategic roles

New Delhi: In one of the biggest bureaucratic reshuffles in recent times, the Delhi government has ordered the transfer and posting of 72 officers across departments, with six AGMUT cadre IAS officers from Jammu & Kashmir being entrusted with key responsibilities in the national capital.

The wide-ranging exercise is aimed at strengthening governance, ensuring continuity in critical portfolios, and streamlining administrative functioning across sectors such as home, finance, social welfare, education, urban development and labour.

Among the prominent names, Bipul Pathak, a 1992 batch AGMUT cadre officer, will continue as Additional Chief Secretary (Social Welfare). He will also retain additional charges as Director (UTCS) and Additional Chief Secretary (SC/ST/OBC), ensuring policy continuity in crucial welfare departments.

Santosh D Vaidya, currently Principal Secretary (Finance) in Jammu & Kashmir, has been posted as Principal Secretary (Home) in the Government of National Capital Territory of Delhi (GNCTD) upon joining. In a significant consolidation of responsibilities, he will also hold additional charges of Principal Secretary (Finance/Planning), Principal Secretary (Industries), and Chairperson of the Delhi State Industrial and Infrastructure Development Corporation (DSIIDC).

In another important move, Pandurang K Pole, who was serving as Secretary (Higher Education & Technical Education) with additional charge of Secretary (Education), has been appointed Secretary (General Administration Department). He will simultaneously function as Secretary-cum-Commissioner (Labour) and Secretary (Cooperation), bringing multiple administrative and labour-related functions under one leadership.

Vijay Kumar Bidhuri will continue as Secretary (Urban Development) while retaining additional charge of Secretary (Environment & Forests). He will also serve as Chairman of the Delhi Pollution Control Committee (DPCC), a move seen as reinforcing environmental governance in the capital.

Meanwhile, Niraj Kumar, who was awaiting posting, has been appointed Special Secretary (SC/ST/OBC), further strengthening welfare administration.

In a significant district-level appointment, Saloni Rai, currently Deputy Commissioner Udhampur, has been posted as Deputy Commissioner-cum-District Magistrate (North) in GNCTD upon joining, marking a major administrative responsibility in the capital’s district governance structure.

Officials indicated that the reshuffle is designed to enhance administrative efficiency, improve service delivery, and ensure optimal utilisation of experienced officers in strategic sectors. With key portfolios consolidated under senior officers, the move is expected to bring sharper coordination and focused governance across departments.
