Itanagar: The Ministry of Home Affairs has moved seven AGMUT-cadre officers to Arunachal Pradesh through two separate orders this month, bringing officers from Delhi, Jammu and Kashmir and central deputation into the state at a time when the cadre is seeing fresh movement across its constituent segments.

The latest order, issued on September 19, transfers 2003-batch IAS officer Neeraj Semwal, 2011-batch IAS officer Ravi Jha, 2006-batch IPS officer Vikramjit Singh and 2012-batch IPS officer Abhishek Dhania.

The four were holding markedly different assignments before the move. Semwal was Secretary-cum-Divisional Commissioner in Delhi’s Revenue Department, Jha was Deputy Commissioner, New Delhi, Singh was Joint Commissioner of Police in Delhi Police’s Anti-Corruption Branch, while Dhania was serving as a DIG in the ITBP on central deputation.

The order follows an earlier September 3 movement of three AGMUT-cadre IAS officers from Jammu and Kashmir to Arunachal Pradesh. They were 2012-batch officer Mohd Aijaz, 2019-batch officer Harvinder Singh and 2020-batch officer Shishir Gupta.

The pattern is notable for the breadth of experience being brought into Arunachal Pradesh. The officers arriving through the two orders have worked in district and revenue administration, policing, a central armed police force and the Jammu and Kashmir administration, rather than coming from a single administrative stream.

For the AGMUT cadre, such movement allows officers to move between its constituent segments, including Arunachal Pradesh, Goa, Mizoram and the Union Territories. The latest orders show that mechanism at work, with Arunachal Pradesh receiving officers from different parts of the cadre and different stages of their careers.
