New Delhi: A leaked internal document detailing personal comfort arrangements for a senior telecom official has sparked a major controversy, prompting swift action from the Centre and reigniting debate over VIP culture in public institutions.

The row broke out after a protocol note prepared for the proposed visit of BSNL director Vivek Banzal to Prayagraj listed extensive hospitality and logistical arrangements, assigning nearly 50 officials for coordination, travel, accommodation and personal assistance.
What triggered the strongest reaction was the inclusion of a “snan kit” for a ritual dip at the Sangam, with instructions to arrange towels, toiletries, slippers, grooming products, hair oil and even undergarments. Additional directions included fruit baskets, dry fruits and other comfort items at the place of stay.

As the document surfaced online and drew sharp public criticism, Union Communications Minister Jyotiraditya Scindia termed the arrangements “absurd, shocking and completely unacceptable”, stating that such practices violate established norms of public service. He issued a show-cause notice to Banzal seeking an explanation within seven days and made it clear that appropriate action would follow.

Officials said the proposed visit has since been cancelled. BSNL has also initiated internal action regarding the drafting and circulation of the protocol note, distancing itself from the nature of the arrangements.

The episode has once again put the spotlight on entrenched VIP culture within sections of the system, raising questions over the use of official machinery for personal comfort instead of institutional priorities.
