New Delhi: In a rare tribute to Prime Minister Narendra Modi, the Central Secretariat Service Forum (CSS Forum) has announced the launch of a unique month-long Kartavya Abhiyan.

 

Running from 17 September to 16 October 2025, the campaign blends the spirit of celebration with the values of responsibility and efficiency, highlighting how in the Modi era, good governance is not just a policy but the heartbeat of administration. The CSS Forum, often called the invisible bridge between policy making and execution, is stepping into the spotlight to lead this initiative across ministries and departments of the Central Government.

 

“The CSS Forum represents the backbone of the administrative system, linking policy to action. By observing Kartavya Abhiyan, we are reaffirming our duty to citizens and our commitment to Prime Minister’s vision of responsive governance,” said Ram Kumar, Convener, CSS Forum.

 

The inspiration for this ambitious campaign comes from the remarkable strides made by the Department of Administrative Reforms and Public Grievances (DARPG). Its CPGRAMS Monthly Report for July 2025 revealed that more than 1.5 lakh grievances were received and nearly 1.48 lakh were resolved, marking the 27th month in a row where over one lakh cases were settled. With nearly 70% of pending cases waiting less than three weeks for resolution, and over 74,000 citizens providing feedback, the report captures a new India where citizens are not passive recipients but active partners in governance.

 

“The figures speak for themselves - citizens are no longer at the margins of governance but are active stakeholders. This is what motivates us to take Kartavya Abhiyan forward with renewed zeal,” noted Yatendra Chandela, General Secretary, CSS Forum.

 

The CSS Forum has pledged to intensify efforts: ministries will run a special grievance redressal drive from 17 to 30 September, officers will devote extra time to ensure pending complaints are cleared on priority, and every attempt will be made to boost citizen satisfaction.

 

Yet Kartavya Abhiyan goes beyond grievance disposal. On 17 September, a blood donation camp for Indian Army personnel will be held at Kartavya Bhawan-3, symbolising service to those who serve the nation. From 1 to 5 October, the Forum will spearhead a Cleanliness Campaign, aligning with the Swachh Bharat vision. Efforts will also focus on promoting the Right to Information Act for transparency and encouraging the use of Hindi in administration. The campaign will culminate on 16 October 2025 with the grand Central Secretariat Service Kartavya Utsav at the Dr. Ambedkar International Centre, New Delhi.

 

“Through Kartavya Abhiyan, we want to send a message that governance is not only serious business but also a collective celebration of duty. This campaign is our way of turning the Prime Minister’s birthday into a living tribute of service to the nation,” said Gomesh Paramuval, Media Advisor, CSS Forum.

 

The initiative exemplifies how the CSS Forum is redefining its role in governance, bringing together officers, departments, and citizens under one shared purpose. In turning the Prime Minister’s birthday into an occasion for renewed commitment to duty and service, the Forum demonstrates that in New India, kartavya—duty—is indeed the truest form of tribute.
