2009 rule for special incentives to All India Service officers posted in NE states discontinued

New Delhi: In a move that is likely to irk officers, the Government of India has announced withdrawal of incentives and allowances given to All India Service officers who are posted in the North East states with immediate affect. The original notification for “Special Allowances for officers belonging to North East cadres of All India Services” was announced in 2009. 

The Department of Personnel and Training announced this recently vide a letter addressed to the Chief Secretaries of states. 

The order on flexible inter-cadre deputation for officers of North East cadres, which was consolidated in 2017, also stands withdrawn. 

Through the special provision introduced 14 years ago, All India officers of the India Administrative Service (IAS), Indian Police Service (IPS) and Indian Forest Service (IFS) belonging to the Assam-Meghalaya, Manipur, Sikkim, Tripura and Nagaland cadres were entitled to a special allowance of additional 25% basic pay among other incentives during their posting in the North East.

The letter also said that the post-retirement housing facility which was introduced in 2007 for officers belonging to North East cadres shall be withdrawn. 

As per the order, the incentive of reimbursement of payable Income Tax to Tribal All India Service officers belonging to the North-East Cadres while on central deputation has been withdrawn.
