Former DG NIA and Punjab DGP Dinkar Gupta joins IIT Ropar as Professor of Practice

Ropar: Former DG NIA and Punjab DGP Dinkar Gupta, a distinguished and awarded retired police and government officer, today joined the Indian Institute of Technology (IIT) Ropar as a Professor of Practice. Gupta brings to the institute his extensive expertise in several key areas, including national security and defence policy, internal security and counterterrorism, intelligence, investigation of cases involving threats to national security, infrastructure and corporate security, cyber terrorism, cyber security, public policy, strategic planning and innovation governance.

His experience is expected to bring fresh energy to the institute, where he will help students gain exposure to the practical dimensions of their academic learning. He will play a central role in bridging the gap between academia, government and strategic affairs, enabling young minds to develop the skills needed to contribute to India’s growth and development. In addition to mentoring students and researchers at the intersection of technology, policy and national security, he will work closely with the faculty on research projects related to internal security, cyber security, AI-driven law enforcement, intelligence fusion and analysis.

Gupta’s career spans 37 years in the Indian Police Service (1987–2024), followed by his tenure as Director General of the National Investigation Agency, India’s premier counter-terror agency. He has held leadership roles at the national and state levels in national security, intelligence, law enforcement, policing and counterterrorism, and has been decorated by the President of India with multiple awards for gallantry and service.

Key assignments in his policing career include his roles as DG NIA, DGP Punjab, DG Intelligence Punjab, Additional DGP (Law and Order, Security), and central deputation with the Intelligence Bureau.

Since retiring from NIA in March 2024, Gupta has continued contributing to public policy, strategic advisory and governance through senior roles in the public and private sectors. These include his current assignments as Senior Advisor, Strategy, Innovation & Public Services at Tata Consultancy Services, and Advisor (Security). He also serves as an Independent Director in several major companies.

Gupta has contributed significantly to academia, teaching and innovation. He was a Visiting Adjunct Professor at George Washington University and American University in Washington DC, and has been associated with the Chevening Gurukul Programme (1999) and the London School of Economics. His innovations in policing, training and investigation have strengthened India’s domestic security infrastructure, while his participation in global security and counterterrorism forums has given him a deep understanding of international security trends.

His career record includes training with Scotland Yard, the London Metropolitan Police, and the New York Police Department. He represented India at the INTERPOL General Assembly in Vienna and was appointed an expert on Indian criminal law by the UK Crown Prosecution Service.
