New Delhi: Vijay Kumar Singh, an Indian Civil Accounts Service (ICAS) officer of the 1995 batch, currently Finance Member at the Delhi Development Authority (DDA), has now been entrusted with the additional role of Vice Chairman.

 

Before his tenure at DDA, Singh held several significant positions in key ministries. These included serving as Director (Finance) in the former Planning Commission, Controller of Accounts at the Ministry of External Affairs, and Director in the Department of Expenditure, Ministry of Finance. His responsibilities in the Finance Ministry included overseeing the implementation of the 7th Central Pay Commission’s recommendations.

 

He also worked with the Expenditure Management Commission, chaired by Bimal Jalan. Singh’s career began as Assistant Controller of Accounts at Doordarshan. He has also served on deputation at the Arun Jaitley National Institute of Financial Management.

 

During his tenure in the Planning Commission, Singh played a vital role in setting up the Unique Identification Authority of India (UIDAI) and the Public Financial Management System (PFMS). As Controller of Accounts in the Ministry of External Affairs, he oversaw the implementation of the Integrated Mission Accounting Software (IMAS) across missions.

 

In the Department of Expenditure, Singh contributed to the Expenditure Management Commission (EMC) and the implementation of the 7th Central Pay Commission's recommendations. As Joint Controller General of Accounts (CGA) in the Ministry of Finance, he played a key role in designing robust accounting procedures for the Goods and Services Tax (GST).

 

Singh holds a BA (Hons.) in Economics from Kirori Mal College, an MA in Politics (International Studies), and an M.Phil. in Diplomacy from Jawaharlal Nehru University (JNU).

 

His diverse experiences have uniquely positioned him to explain government finance with clarity and depth. Singh is recognised not only for his effectiveness as an officer but also as a speaker, frequently sharing his knowledge with civil services probationers and management professionals. Throughout his career, Singh's contributions have significantly improved payment processes in the Government of India, preventing leakages and benefiting millions of programme beneficiaries.

 

Vijay Kumar Singh has also been featured in Bureaucrats India’s Top 23 Changemakers of 2023 list for his exceptional work.
