New Delhi: The Ministry of Coal is set to launch RECLAIM, a community engagement and development framework focused on mine closure and repurposing, on 4 July 2025. The initiative will be launched by Union Minister of Coal and Mines G Kishan Reddy.
Developed by the Coal Controller Organisation in collaboration with the Heartfulness Institute, RECLAIM provides a structured approach to ensure inclusive and sustainable development during and after mine closure. The framework aims to support mining communities through a just transition by addressing both ecological restoration and socio-economic needs.
RECLAIM outlines a step-by-step guide for engaging local communities through the mine closure and post-closure phases. It integrates field-tested methodologies, templates, and practical tools adapted to Indian conditions. The framework highlights the importance of gender inclusion, representation of vulnerable groups, and alignment with local governance structures such as Panchayati Raj Institutions.
RECLAIM seeks to foster trust and resilience within affected communities by offering long-term development pathways as mining operations wind down.
